Inspections are used for the purpose of determining if administrative body is complying with regulations. The inspector examines the criteria and talks with involved individuals. A report and evaluation follows such visits. The idea is that an independent and specially constituted authority may be created to monitor, scrutinize, and criticize the actions, or some particular part of the actions, of a primary administrative authority. The main object of this form of oversight is to improve the quality of decision-making through extensive monitoring. Law on public inspections and organization of administrative inspection and inspection for civil servants and salaries system should regulate the status of a public inspector and the position of inspector as independent civil servant and professional, authorized to run administrative supervision and control over the respecting legal rules and regulations; in addition the above law should set up unified organization of different field of inspection according to same and standardized principles and rules.
