Risk management of IT projects in public sector – the case of an e-internal audit project

V prispevku je obravnavan primer upravljanja tveganj pri izvajanju IT projektov v javnem sektorju, in sicer pri projektu e-Notranja revizija. Namen projekta eNR je bil zagotoviti enotno podlago za delo vseh izvajalcev notranjega revidiranja proračunskih uporabnikov in omogočiti, da Urad RS za nadzor proračuna pridobiva celovite in objektivne informacije o notranjem nadzoru javnih financ. Aplikacija eNR je nameščena na centralno infrastrukturo državnega računalniškega oblaka, kar je poleg sofinanciranja projekta s sredstvi evropske kohezijske politike predstavljalo posebnosti tega IT projekta, ki so vplivale tudi na upravljanje njegovih tveganj.

The article presents an example of risk management in information technology projects in the public sector, namely in the implementation of the e-Internal Audit project (e–IA). The e–IA project was launched with the aim of providing a uniform basis for the work of all internal auditors of budget users, and enabling the Budget Supervision Office of the Republic of Slovenia to obtain comprehensive and objective information on the internal control of public finances. The particularities of this IT project, which also affected the management of its risks, were the facts that the e–IA application was installed on the central infrastructure of the Slovenian State Cloud and that the project was co–financed by the European cohesion policy funds.
