Resolucija o normativni dejavnosti, ki jo je Državni zbor na predlog Vlade sprejel novembra 2009, poudarja skrb in odgovornost za kakovost pravnih predpisov ter določa izhodišča, na podlagi katerih naj bi se pri pripravi in sprejemanju zakonodaje zagotovili cilji, ki sicer vsebinsko ustrezajo siceršnjemu pojmovanju pravne države. V ta namen Resolucija določa minimalna priporočila in definira vrsto načel, ki jih je treba upoštevati pri pripravi zakonodaje in drugih predpisov, če naj bodo ti pregledni, jasni, kakovostni in določni. Resolucija je določila tudi aktivnosti za izboljšanje delovanja državnih organov pri pripravi, sprejemu ter izvajanju predpisov. Vidnejši spremembi sta poudarjena vloga javnosti pri pripravi predpisov in izdelava presoje posledic predpisov. Prispevek predstavlja ugotovitve, vtise in menja o uresničevanju Resolucije z vidika strokovnih služb Državnega zbora, ki so vključene v zakonodajni postopek. Nakazane so tudi spremembe Poslovnika Državnega zbora, ki bi bile potrebne zaradi uresničevanja Resolucije.

The Resolution on Regulatory Activity adopted by the National Assembly on the proposal of the Government in November 2009 underlines the concern and responsibility for the quality of legislation and sets out a platform on which new legislation should be prepared and adopted in the future in order to reach the goals essential to the notion of the rule of law. To this end, the Resolution provides recommendations and defines the minimum set of principles that should be taken into account in drafting legislation and other regulations if they are to be transparent, clear and definite. The resolution also sets out activities to improve the functioning of state bodies in the preparation, adoption and implementation of regulations. Among notable changes are the highlighted role of the public in drafting new regulations and the more extensive assessment of the impact of regulations. The paper presents the findings, impressions and opinions on the implementation of the Resolution from the aspect of the professional services of the National Assembly that are included in the legislative process. The changes to the Rules of Procedure of the National Assembly are indicated, which would be required for the implementation of the Resolution.
