POVZETEK
Prispevek predstavlja razvoj mednarodnega prava otrokovih pravic pred sprejemom Konvencije o otrokovih pravicah in po njem. Predstavljen je globalen pomen konvencije in njen izreden obseg veljavnosti. Prispevek posebej izpostavlja ZDA kot edino državo na svetu, ki konvencije še ni ratificirala, in razloge za odklanjanje ratifikacije. Prispevek na primeru Konvencije o otrokovih pravicah razpravlja o odnosu med univerzalno uveljavitvijo in celovitim izvajanjem mednarodne pogodbe.
POVZETEK ANG.
The article offers a brief overview of the development of the international children‘s rights law prior and after the adoption of the Convention of the Rights of the Child. It stresses the global significance of the Convention and its outstanding range of validity. The article singles out the United Stated of America as the only country in the world, which has not ratified the Convention yet and illustrates the reasons for refusing it. The article also discusses the relation between the universal acceptance and full implementation of a treaty, with special emphasis on the Convention on the Rights of the Child.
