Your Excellency,
Referring to your letter of October 8, 1991, I have the honour to inform you that the Government of the Republic of Estonia, guided by its decision of September 25, 1991, to recognize the Republic of Slovenia as a sovereign and independent State is prepared to establish diplomatic relations with the Republic of Slovenia.
Allow me to express my conviction that this step will create favourable conditions for further development of the good relations between our two nations in a spirit of mutual understanding and fruitful co-operation.
On behalf of the republic of Estonia I confirm our commitment to base relations between our two nations on the United Nations Charter, the Final Act of the Conference on Security and Co-Operation in Europe of 1975, and the Paris Charter for a New europe of 1990.
With the approval of the Government of the Republic of Slovenia, the present note and the reply note will constitute and agreement in this matter between our two States, which would enter into force on the day a positive reply to the present note is received.

I have the honour to acknowledge the receipt of your note of December 5, 1991, which in translation reads as follows:
