The Government of the Republic of Slovenia and the Government of the Republic of Colombia, hereinafter referred to as “the Parties”,
Motivated by the desire to strengthen the existing ties of friendship between both countries and to increase their relations in the areas of education, art, culture and sport,
Have agreed as follows:
ARTICLE 1
The Parties, on the basis of reciprocal respect for their sovereignty and bearing in mind interests of their respective citizens, will promote mutual collaboration in culture, education, humanities, arts and sports.
ARTICLE 2
The Parties will contribute to the exchange of experience and reached progress in culture. For the achievement of these aims, they will promote:
a) Reciprocal visits of personalities active in culture and research, lecturers, authors, composers, painters, cinematographers, artists, and artistic and sport groups;
b) Contacts between libraries, museums and other institutions related to artistic and cultural activities;
c) Presentation of exhibitions, as well as musical and theatrical works;
d) The exchange of books, magazines, newspapers and other publications of literary and artistic content.
ARTICLE 3
The Parties will contribute to the exchange of experience and achieved progress in education. For the achievement of these aims, they will promote:
a) Direct establishment of links between their teaching institutions;
b) Direct exchange of lecturers and researchers for the accomplishment of seminars, conferences, courses, congresses and events of educative character;
c) Direct exchange of educative, pedagogical and didactic material destined to schools, research laboratories and training centres at all levels;
d) The exchange of informative material on their education systems and higher education programmes, and to promote the exchange of publications specialized in the economy, geography, history and culture of both countries;
e) The reciprocal granting of scholarships for post-graduate studies or for research in the modalities of specialization, masters and PhDs, through the official institutions in charge of the area.
ARTICLE 4
The Parties commit themselves to encourage all the work that contributes to better knowledge of their respective cultures, their historical facts and customs.
ARTICLE 5
The Parties will promote the exchange of information and documentation in order to facilitate recognition and equality of schools reports, diplomas and titles and degrees of higher education in line with the legislation of both countries.
ARTICLE 6
The Parties will extend protection of copyright and other rights to educational and artistic works of the other Party, in agreement with the regulations applicable in the respective country.
ARTICLE 7
The Parties will facilitate the administrative procedures for the participation of their nationals in congresses, international conferences, festivals and other cultural activities that take place in the territory of the other Party.
ARTICLE 8
The Parties commit themselves to enhance their collaboration and to determine, in common agreement, the most advisable reciprocal regime that allows for the repression of illegal traffic of works of art, documents, anthropological and archaeological remains and other cultural goods of historical value, according to the corresponding national legislation and effective international treaties in the field.
ARTICLE 9
The Parties will favour the collaboration in the area of sports.
ARTICLE 10
In line with its own legislation, each Party will concede to the other Party facilities for the entry, stay and exit of persons and import of material and equipment necessary for the realisation of the programmes agreed to in conformity with this Agreement. Material exempt from customs duty cannot be put into commercial circulation.
ARTICLE 11
The Parties will convene in establishing a Mixed Commission, formed of members appointed by each one of them, which will meet every three years in Slovenia and Colombia alternately or in extraordinary manner when considered necessary, in order to formulate a programme of cultural exchange between the two countries, examine the development of previous programmes and the state of the implementation of the present Agreement.
ARTICLE 12
The present Agreement may be modified upon mutual consent by a notification of one Party. The amendments shall enter into force when the Parties have notified each other in writing that the respective internal legal procedures have been fulfilled.
ARTICLE 13
The present Agreement is subject to ratification and shall enter into force on the day of the exchange of the instruments of ratification. It shall remain in force for five (5) years and shall be automatically extended for equal periods, unless one of the Parties terminates it by a notification in writing at least one (1) year before the specified date.
Done in Vienna on fifteenth of March twothousend and six in three versions in the Slovenian, Spanish, and English languages, all three texts being equally authentic.
