POVZETEK
Avtor se pri razmišljanju o prednostih in slabostih ustanavljanja federalne Evrope, ukvarja s tremi vprašanji. Prvič, zanima ga v čem je država drugačna od ostalih oblik oblasti; drugič, prikazuje kako država oblikuje egalitaristični model družbe; tretjič, skuša identificirati prednosti federalne ustave za evropsko civilno družbo. Ustave držav so pomembne, pravi avtor, ker lahko organizirajo družbeno moč na različne načine in vplivajo na načelo enakovrednosti, ki ga “nosi” država. Pojav doktrine o državni suverenosti bistveno vpliva na razvoj posameznikove identitete, saj oblikuje pojav “primarne vloge” tj. vloge državljana, ki si jo vsi delijo enako. Suverena država tako postane ključni vir posameznikove identitete. Posledično pa povzroči razvoj egalitarističnega in individualnega modela družbe. Avtor s povezanostjo med državo in posameznikom osvetljuje tudi problem nacionalizma. S tem pokaže na odločilno vlogo pisane ustave pri formaliziranju vloge države pri ustvarjanju družbe posameznikov in to, kako država v vseh podanikih goji vrednost moralne enakosti. Na koncu še pokaže kako se tej sliki prilega federalizem ter predstavi njegove prednosti za prihodnost Evrope.
SUMMARY
Discussing the benefits and weaknesses of a federal Europe, the author, deals with three questions. First, how is the State different from other forms of power; second, he shows how the State creates an egalitarian model of society; third, he attempts to identify the advantages of a federal constitution for the European civil society. Constitutions of States are important, says the author, because they can organize social power in various ways and influence the principle of equality, which is “carried” by the State. The rise of the doctrine of State sovereignty has an important impact on the development of an individual’s identity, since it creates the “primary role” i.e. the role of a citizen, which is shared equally by all. The sovereign State thus becomes the key source of an individual’s identity. Consequently, it causes the development of the equalitarian and the individual model of society. With the bond between the State and the individual, the author sheds light on the problem of nationalism. With that he points to the decisive role of the written constitution in the formalization of the State’s role in creating a society of individuals and to the way the State fosters moral equality of all its subjects. Finally, he shows how federalism fits this picture and demonstrates its advantages for the future of Europe.
