Na podlagi tretjega odstavka 43. člena Zakona o zunanjih zadevah (Uradni list RS, št. 1/91-I) izdaja Vlada Republike Slovenije
U R E D B O
O RATIFIKACIJI PISMA O SOGLASJU O PROJEKTU RILO V VZHODNI IN SREDNJI EVROPI

1. člen

Ratificira se Pismo o soglasju o projektu RILO v Vzhodni in Srednji Evropi med Vlado Republike Slovenije, Svetom za carinsko sodelovanje in Programom Združenih narodov za mednarodni nadzor nad mamili, z dne 29. januarja 1996.

2. člen

Besedilo pisma o soglasju se v angleškem izvirniku in slovenskem prevodu glasi:*

ON THE RILO PROJECT IN EASTERN     AND CENTRAL EUROPE

Concerning the implementation of the RILO Project in Eastern and Central Europe, Slovenian Customs understand and agrees to the following Government input, and the following conditions, prerequisites and legal context outlined in the project:
    1. Input by Slovenian Customs
    (1) Personnel (national staff), including responsible contact person(s) – intelligence officer;
    (2) Coverage of basic running costs of equipment including telephone charges for faxes and dispatch costs for mail (including costs for courier express dispatch of PC diskettes from participating countries to the RILO).
    2. Prerequisites
    (1) The assisted Customs services will establish anti-drug, specialized intelligence units within their structures, providing them with the necessary staff and facilities.
    (2) All Customs administrations involved in the project will implement a national policy aimed at intelligence sharing and the provision of relevant information to other law enforcement agencies, on the basis of reciprocity. In particular, the intelligence reports produced will be distributed to other national law enforcement agencies responsible for drug trafficking interdiction, on a reciprocal basis.
    (3) The national Customs services benefiting from the project assistance will nominate national contact persons responsible for the implementation of the project in their own countries and for contacts with the RILO.
    3. UNDCP will provide the assistance subject to compliance with the prerequisites and may, at its discretion, either suspend or terminate its assistance when convinced that the Member administrations of the Project are not committed to the full implementation of the Project.
    4. The Slovenian Customs Administration hereby endorses the concepts and objectives described in the UNDCP project document “Development of CCC RILO for Eastern and Central Europe”, which is attached to this Agreement.
    5. The Slovenian Customs Administration will maintain its part of the RILO network at its own cost upon completion of this joint Project.
