POVZETEK
Policija je družbeni podsistem in kot tak odvisen od vrste medsebojno prepletajočih dejavnikov, od katerih so ljudje njegova temeljna sestavina. Prispevek se osredotoča na policijsko delo z vidika delovanja policije kot državljanom vidnega sistema; za preučevanje policije kot sistema so uporabljene filozofska, strateška in taktična dimenzija, na podlagi katerih sta preučena segmenta primernosti sistema nadzora nad delom policije in usklajenosti vsebin nekaterih pomembnejših dokumentov policije. Prispevek opozarja na neenakopravno obravnavo zaposlenih prebivalcev v primerjavi z uslužbenci policije, za katere bi morala veljati – zaradi pomembnosti policijskih pooblastil – vsaj enaka, če ne strožja delovnopravna zakonodaja, na spremembe pri delu enot policije za notranjo varnost v primerjavi s službo za pritožbe državljanov v okviru Ministrstva za notranje zadeve in na potrebo po večji vključenosti javnosti pri določanju temeljnih ciljev zagotavljanja in ugotavljanja varnosti. Na podlagi analize dokumentov je predstavljeno razhajanje med strateškimi in taktičnimi dokumenti policije, zaradi česar je dan poziv k sistematičnemu in strokovnemu zbiranju podatkov in njihovi obdelavi.
SUMMARY
Police is a social subsystem and as such depends on types of mutual intertwining factors, of which people are their fundamental component. The paper focuses on police work from the perspective of the police as a system viewed by citizens; to study the police as the system the philosophical, strategic and tactical dimension are used by which the segments of the appropriateness of the system of control over police work and the harmonization of contents of the most important documents of the police are examined. The paper points on the unjustified unequal treatment of employed population in comparison with the officials of the police, for which - due to the importance of police powers - at least the same, if not the more stringent labour legislation, should be used. The paper points also on the need of more effectively used police services for internal security (and on their problems at work) compared to the office for the citizens’ complaints within the Ministry of Interior and to the need for greater public involvement in determining the underlying objectives for guaranteeing safety and conformity with objectives. Based on the analysis between strategic and tactical documents of the police the documents’ divergences are presented and due to this observation the call for more systematic gathering and evaluation of information from different areas is made.
