POVZETEK
Prispevek je namenjen predstavitvi dela Ministrstva za javno upravo, s poudarkom na pregledu opravljenega v dobrih dveh letih mandata avtorja na čelu tega ministrstva. Gre za ministrstvo, ki drži roko nad sistemom plač v javnem sektorju, za kar gre približno 5 milijard evrov letno (tj. približno 10 odstotkov BDP). Je tudi ministrstvo, ki sistemsko skrbi za javna naročila, prek sistema javnih naročil pa je šlo v letu 2021 12 odstotkov BDP. Je tudi ministrstvo, ki skrbi za sistemsko zakonodajo na področju lokalne samouprave, kar pokriva dodatno še 2,5 milijarde evrov, torej približno 5 odstotkov BDPja (z nekaj prekrivanja pri plačah v šolah in vrtcih, tj. gre za prekrivanje s finančnim razrezom za lokalno samoupravo). Avtor je kot nekdanji minister z delom in rezultati ministrstva zadovoljen. Ne zelo zadovoljen, vendar zadovoljen, kar podrobno pojasni. Na drugi strani pa je s sodelavci in kondicijo, v kateri ministrstvo zapušča, izjemno zadovoljen. Predvsem ljudje na ministrstvu, strokovnjaki, so velik kapital za naprej, velika dodana vrednost za slovensko državno upravo.
SUMMARY
The author aims to present the fields covered by the Ministry of Public Administration of the Republic of Slovenia, with a focus on the work carried out during more than two years of the author’s term at the head of the Ministry. It is a ministry that holds its hand over the public sector wage system, which is around €5 billion a year (i.e. about 10 percent of Slovenia’s GDP). It is also the ministry that takes care of public procurement, and through the procure ment system it covers 12 percent of GDP in 2021. In addition, it is responsible for systemic legislation in the area of local selfgovernment, which covers an additional €2.5 billion, i.e. around 5 per cent of GDP (with some overlap in wa ges in schools and kindergartens, i.e. overlapping with financial funds for local selfgovernment mentioned previously). As a former minister, the author is satisfied with the work and results of the ministry. Not very pleased, but satisfied, and he explains why. On the other hand, he is very pleased with the colleagues and the shape in which he leaves the Ministry. Especially the people at the Ministry, experts, are a great capital for the future, great added value for the Slovenian state administration.
