A regulation is any act that contains general and abstract legal norms regulating the rights and obligations of legal entities or any act that contains norms that cause external legal consequences. If a challenged act or part thereof is not published in accordance with Article 154 of the Constitution, it does not entail a regulation that has entered into force and must therefore not be applied as a regulation.
Due to the fact that the challenged paragraph of the Agreement regulates the rights of a child in proceedings in an original manner as it even limits them, contrary to the statutory provisions in force, this part of the Agreement should be a regulation, and when the regulation of human rights is at issue, it should even be a law.
